An owner’s engineer protects the owner’s interest while contractors build the wind farm. EVenergy provides owner’s engineering and project management consultancy (PMC) support for wind farm construction across the Middle East, North Africa and Central Asia, keeping civil works, electrical balance of plant and turbine installation aligned with the agreed requirements, and giving the owner a documented record of what was built and how it was checked.

Owner’s engineer representation on the wind farm site

We represent the owner on site. Before mobilization we agree the equipment, site access, applicable procedures, acceptance criteria and reporting format. During construction we track progress and quality against those criteria, not against a generic checklist, and report to the owner in the agreed format.

Civil and electrical balance of plant (BOP) oversight

Balance of plant covers the works around the turbines: foundations, roads, cables and electrical infrastructure. We oversee and inspect the civil and electrical BOP works and keep site quality records, so defects are recorded while they can still be corrected.

Managing OEM and contractor interfaces

On a wind farm site, several teams work in sequence on the same turbines. We coordinate the turbine manufacturer (OEM) teams, the civil and electrical BOP contractors, and the logistics and installation teams, so each handover between them is planned and recorded.

For the installation itself, see wind turbine installation, commissioning and punch list closeout. Site safety runs under QHSE and site assurance for wind farm work.

What the owner receives at handover

Progress records, site quality records, punch list surveys, corrective work records and closeout evidence. The same closeout discipline is documented in our punch list correction works across 111 WTGs at Zarafshan Wind Farm.

How the work is delivered

  1. Define the work

Agree the equipment, site access, applicable procedures, acceptance criteria and reporting format before mobilization.

  2. Execute safely

Use site risk assessments, permits, isolation controls and task-specific competence for the work being performed.

  3. Close the loop

Record findings with photographs and recommendations, then track corrective actions through handover.

Typical outputs

  • Progress records and site quality records
  • Punch list surveys, corrective work records and closeout evidence

Frequently asked questions

What does an owner’s engineer do on a wind farm?

An owner’s engineer represents the owner during construction. At EVenergy this means agreeing acceptance criteria before mobilization, overseeing civil and electrical balance of plant works, coordinating OEM and contractor interfaces, tracking progress and quality, and keeping the records the owner needs at handover. The exact scope is set in each contract.

What is balance of plant (BOP) in a wind project?

Balance of plant is everything on a wind farm apart from the turbines themselves: foundations, access roads, cabling, substations and other electrical infrastructure. It is split into civil and electrical works. We oversee and inspect both, record quality findings, and coordinate the BOP contractors with the turbine installation teams.

How are acceptance criteria set before construction?

Before mobilization, we agree the equipment, site access, applicable procedures, acceptance criteria and reporting format with the client. Progress and quality are then tracked against those criteria rather than a generic checklist, so every finding can be traced back to a requirement the owner has already approved.

What records should an owner get at handover?

At handover the owner receives progress records, site quality records, punch list surveys, corrective work records and closeout evidence. Together they show what was built, which items were found open, how each item was corrected and when it was closed, which supports acceptance and the start of operations.
